The polygraph remains the most important scientific technology for credibility assessment (lie detection). While lies cannot be detected or measured in the same way as physical things, many studies have shown that when using modern, evidence-based techniques, a polygraph examination can achieve accuracy rates that are significantly greater than chance.

Cuong Phan is a highly respected law enforcement professional with nearly 30 years of dedicated service in public safety and leadership development. A retired Police Lieutenant from the Santa Clara Police Department, he was frequently entrusted with high-level planning and the most technical assignments across patrol, investigations, and professional standards.
During his tenure, Cuong was selected by the Office of the Chief to serve as the Public Information Officer (PIO), where he was entrusted with highly confidential matters and served as the spokesperson with the media and community.
Prior to his time at Santa Clara PD, Cuong served as a CDCR Parole Agent in San Jose and East Palo Alto, where he supervised high-risk sex offenders and registered gang members as part of several specialized task forces.
Cuong’s expertise is backed by an elite academic and professional foundation, including a Master’s Degree from San Jose State University. He is a graduate of the prestigious CA POST Command College (Class 71), the Sherman Block – Supervisory Leadership Institute (Class 432), and the CA POST Executive Development Course series.
